THE STATE ADMINISTRATION ON SUPERVISION OF NAVIGATION IN TURKMENISTAN 

The State administration on supervision of navigation in Turkmenistan (further – the Administration) under the “Turkmendenizderyayollary” agency of Ministry of Industry and Communication of Turkmenistan was created in accordance with the decree of the President of Turkmenistan 6275 dated June 16, 2003. The Administration, being a part of the Agency, carries out such work as for the supervision of navigation in the Caspian Sea related to the territory of Turkmenistan and sea transport.

The Administration carries out technical control during the construction and operation of floating facilities, vessels, as well as over the safe operation of other floating facilities at port points, floating bridges, floating pumping stations, hydraulic facilities, floating or non-floating platforms and exercises control over the safety of navigation in inland waters and water basins of the Caspian Sea belonging to the territory of Turkmenistan.

On August 26, 1993, Turkmenistan became a member of the International Maritime Organization (IMO).

Until today, our country has signed several international conventions on merchant shipping. The Administration works closely with the International Maritime Organization (IMO). In recent years, several training seminars have been held with the participation of representatives from IMO.

Thanks to the prudent policy of a Respected President, currently in the country special attention is being paid to the industry of sea and river transport. The large-scale work of the distinguished president on the implementation of the development of the International Sea Port of Turkmenbashi and the Turkmen Sea-Merchant Fleet, in addition to this, the administration is working to create national legislation to implement the international agreements of the merchant shipping.

A document issued by the competent authorities of a foreign state in which the vessel is registered immediately prior to the change of flag, and confirming that the right to fly the flag of such a state is suspended for a period of granting the vessel the right to fly the flag of Turkmenistan (original);
    23.  Original and copy of Bareboat charter;
    24.  Copy of the fire safety certificate;
    25.  Information on the identification number of the vessel assigned by the International Maritime Organization;
    26. A copy of the document confirming that the charterer of the vessel for a bareboat charter meets the requirements of the owner of the vessel in accordance with the first part of Article 12 of Merchant Shipping Code of Turkmenistan.
      • Required documents for obtaining a qualification certificate of the motor mechanic on watch:

           

        1. Application addressed to the Head of the State administration on supervision of navigation in Turkmenistan;
        2. Copy of the relevant education certificate;
        3. Copy of employment record (certified by the personnel department for employees);
        4.  A copy of the document identifying the applicant;
        5. A copy of the document issued in accordance with the requirements of Rule I / 9 of the Convention for STCW, confirming fitness for work on ships for health reasons;

        7. Certificate of initial safety training;

        8. Certificate of security training.

       

      • Required documents for obtaining a qualification certificate of a sailor on watch:

       

      1.  Application addressed to the Head of the State administration on supervision of navigation in Turkmenistan;

  • Required documents for obtaining ship mechanic’s diploma:

  1. The petition of the candidate’s shipowner-employer for employees or a statement addressed to the Head of the State administration on supervision of navigation in Turkmenistan for non-employees;
  2. Certificate of swimming:
    – Duty watch mechanic – 18 months;
    – Second mechanic-18 months;
    – Senior mechanic less than 3000 kW.-12 months;
    – Senior Mechanic -18 months.
  3. A copy of the document proving the identity of the applicant ;
  4. A copy of a document issued in accordance with the requirements of Regulation I / 9 of the Convention for STCW, confirming fitness for work on ships for health reasons ;

  1. Petition of the candidate’s shipowner-employer for employees or a statement addressed to the Head of the State administration on supervision of navigation in Turkmenistan for non-employees;
  2. Certificate of swimming:
    – Duty assistant captain -12 months;
    – Senior assistant to the captain -18 months;
    – Captain-18 months.
  3. Copy of diploma of the GMDSS operator ;
  4. Copy of employment record (certified in the personnel department for employes);
  5. A copy of the document proving the identity of the applicant;
  6. A copy of a document issued in accordance with the requirements of Regulation I / 9 of the Convention for STCW, confirming fitness for work on ships for health reasons.;
