High-level Turkmen-Azerbaijani talks were held in Baku between the Honorable President of Turkmenistan, Serdar Berdimuhamedov, who is on a state visit, and the President of the Republic of Azerbaijan, Ilham Aliyev. The meetings were conducted in both one-on-one and expanded formats.

Following the talks, an exchange ceremony of bilateral documents took place, aimed at strengthening the contractual and legal framework of Turkmen-Azerbaijani cooperation across various fields. The state newspaper "Turkmenistan" reported on the event.

In the "VIP" meeting room of the "Zagulba" Palace, with the participation of official delegation members, President of Turkmenistan Serdar Berdimuhamedov and President of the Republic of Azerbaijan Ilham Aliyev signed a Joint Declaration.

Subsequently, documents were exchanged between the relevant agencies of both nations. The signed documents include:

1. Technical Specifications for the exchange of information on the movement of goods in mutual trade between Turkmenistan and the Republic of Azerbaijan;
2. Protocol on cooperation in the field of customs statistics of mutual trade between the State Customs Service of Turkmenistan and the State Customs Committee of the Republic of Azerbaijan;
3. Memorandum of Understanding on cooperation in the field of sports between the State Committee for Physical Culture and Sports of Turkmenistan and the Ministry of Youth and Sports of the Republic of Azerbaijan;
4. Memorandum of Understanding on cooperation in the field of labor and social protection of the population between the Ministry of Labor and Social Protection of the Population of Turkmenistan and the Ministry of Labor and Social Protection of the Population of the Republic of Azerbaijan;
5. Memorandum of Understanding on cooperation in the field of healthcare between the Ministry of Healthcare and Medical Industry of Turkmenistan and the Ministry of Healthcare of the Republic of Azerbaijan;
6. Agreement on cooperation in the field of food security between the Government of Turkmenistan and the Government of the Republic of Azerbaijan;
7. Program for cooperation in the industrial sector for the years 2026–2028 between the Government of Turkmenistan and the Government of the Republic of Azerbaijan;
8. Agreement on cooperation in the energy sector between the Government of Turkmenistan and the Government of the Republic of Azerbaijan;
9. Memorandum of Understanding on cooperation in the field of agriculture between the Ministry of Agriculture of Turkmenistan and the Ministry of Agriculture of the Republic of Azerbaijan;
10. Memorandum of Understanding on cooperation between the Ministry of Finance and Economy of Turkmenistan and the Central Bank of the Republic of Azerbaijan;
11. Agreement on the main directions for developing and deepening economic cooperation between the Government of Turkmenistan and the Government of the Republic of Azerbaijan;
12. Program for cooperation for the years 2026–2029 between the Ministry of Foreign Affairs of Turkmenistan and the Ministry of Foreign Affairs of the Republic of Azerbaijan.
