Expanded Session of the State Security Council of Turkmenistan

January 22. President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces, Army General Serdar Berdimuhamedov held an expanded field session of the State Security Council. During the session, the results of the work of the country's military and law enforcement agencies in 2024 were summarized, and the main tasks facing these agencies for the current year were outlined.

The first to speak was the Secretary of the State Security Council, Minister of Defense B. Gundogdyev, who reported on the 1  practical steps taken in the past year to implement the Armed Forces Development Program, the widespread introduction of a digital system, the improvement of the professionalism of cadre officers, and the improvement of the social and living conditions of servicemen. A report was also presented on the demobilization and conscription of citizens of Turkmenistan for military service and preparations for the upcoming Defender of the Fatherland Day.    

Having listened to the report, President Serdar Berdimuhamedov noted that in 2024, comprehensive work was carried out to strengthen the power and material and technical base of the country's Armed Forces. Corresponding work was carried out to strengthen the defense capability of the Fatherland, the head of state said, stating that in 2025, the improvement and development of the Armed Forces will continue.

Among the priority tasks were identified: providing the Armed Forces with advanced military equipment and means, training officers and qualified specialists in the military field in accordance with the realities of the time, possessing skills in working with innovative technologies. The Secretary of the State Security Council, the Minister of Defense, was also instructed to monitor the issues of further strengthening the material and technical base of the military formations of the Armed Forces and improving the social and living conditions of servicemen.

The Prosecutor General B. Mukhamedov reported on the results of the work done in 2024, the measures taken to improve the activities of the reporting agency through the use of modern practices and a digital system, as well as on the progress of the modernization of the material and technical base, the created conditions for the fruitful service and life of prosecutors and their families.

Summarizing the report, the Supreme Commander-in-Chief of the Armed Forces identified as key tasks for this structure the implementation of proper prosecutorial supervision over the implementation of laws and the legality of legal acts, as well as the conduct of effective work to prevent offenses. An important requirement is also the timely implementation of the measures provided for by the Program for the Development of the Prosecutor's Office for 2022-2028 and the corresponding Plan, the head of Turkmenistan emphasized, addressing specific instructions to the head of the Prosecutor General's Office.

The Minister of Internal Affairs M. Khydyrov, who spoke next, reported on the results of the work done in 2024 to maintain public order in the country, combat crime, and suppress violations of the law. Separate topics of the report were the issues of equipping subordinate structures with the latest technology and a digital system, preventive measures organized to ensure compliance with fire safety rules and traffic rules. Information was also provided about the modern facilities of departmental units commissioned in the past year and at the beginning of 2025 in the velayats of the country.

Having listened to the report, President Serdar Berdimuhamedov emphasized the need for further improvement of the activities of the internal affairs bodies, including traffic police and fire services. In this regard, it was noted that it is necessary to carry out explanatory work on compliance with traffic rules and fire safety measures.

At the same time, attention was focused on the importance of modernizing the department's material and technical base, introducing a digital system and best practices in all units. The Supreme Commander-in-Chief of the Armed Forces also addressed the minister with a number of specific instructions on the ongoing work aimed at improving the living conditions of MIA employees.

The Chairman of the Supreme Court B. Khodjamgulyev reported on the results of the activities of the reporting structures for the past year, the practical steps taken to implement the instructions of the President of Turkmenistan on the application of a digital system in judicial work. A report was also presented on the solution of tasks set in the relevant Development Program and the organized measures to improve the qualifications of judges.

Summarizing the report, the head of Turkmenistan noted the importance of paying special attention to the selection of highly qualified specialists. Ordering to constantly improve the professionalism and level of knowledge of judicial workers, President Serdar Berdimuhamedov instructed the head of the Supreme Court to regularly hold events to explain national legislation to the general public and increase the legal literacy of the population. An instruction was also given to keep track of the timely implementation of the Program for the Development of the Judicial System of Turkmenistan for 2022-2028.

Then the Minister of National Security N. Atagarayev reported on the results of the work done in the past year and the measures taken to maintain peace and tranquility in the country. A report was also presented on the progress of the introduction of modern methods and advanced technologies into the activities of units for the effective solution of the tasks assigned to the department.

Having listened to the report, the Supreme Commander-in-Chief of the Armed Forces focused on promising plans. It is necessary to constantly improve measures to ensure the reliable protection of the national security of the country, noted President Serdar Berdimuhamedov, addressing specific instructions to the minister.

Further, the head of the State Border Service Ya. Nuryev reported on the results of the work of subordinate formations over the past year, as well as the consistent steps taken at the direction of the head of Turkmenistan to technically re-equip border units and create appropriate conditions for the fruitful service and life of defenders of the Fatherland.

Summarizing the report, the Supreme Commander-in-Chief of the Armed Forces emphasized that the State border of independent neutral Turkmenistan is a guarantee of good-neighborly relations of the sovereign Fatherland with neighboring and other countries. Speaking about the importance of ensuring reliable protection of the sacred borders, the further improvement of the activities of the Border Troops, and the consistent modernization of the department's material and technical base, President Serdar Berdimuhamedov instructed the head of the Service to pay close attention to issues related to improving the social and living conditions of servicemen and their families.

Then the Minister of Justice M. Taganov reported on the results of the activities for 2024, the progress of improving the national legislative base in accordance with the requirements of the time, and the introduction of a digital system. A report was also presented on the organization of information and explanatory work with citizens on issues of rights and obligations, and the provision of appropriate legal assistance to the population.

Having listened to the report, President Serdar Berdimuhamedov emphasized the need to conduct effective work to bring the legislative system into line with generally accepted norms of international law. Draft normative legal acts developed by government agencies must comply with the provisions of the Constitution and the current laws of Turkmenistan, the head of state noted, addressing a number of specific instructions to the minister.

The Chairman of the State Customs Service M. Khudaykuliev reported on the activities for the past year, the implementation of the instructions given by the Supreme Commander-in-Chief of the Armed Forces to strengthen the material and technical base. A report was also presented on the practical steps taken to effectively implement the Development Program of the department.

Summarizing the report, the head of Turkmenistan noted that the growth of trade in the country and the expansion of the country's transport and logistics potential require the organization of customs work at a high level and the implementation of proper customs control. In this regard, the emphasis was placed on the need for further improvement of activities in this direction.

Focusing on the promising tasks of the Service, President Serdar Berdimuhamedov ordered to keep track of the technical re-equipment of customs terminals at the expense of modern monitoring equipment, increasing their throughput, and increasing international cooperation with profile structures.

Further, the Chairman of the State Migration Service A. Sazakov reported on the results of the work for the past year, the measures taken to successfully solve the tasks assigned to the department. A report was presented on the progress of the implementation of the corresponding Development Program, the creation of appropriate conditions for the fruitful service of employees, and the improvement of their professionalism. A report was also presented on the regional ministerial conference "Eradicating Statelessness in Central Asia" held in Ashgabat in November 2024, dedicated to summing up the results of the global campaign in Central Asia.

Having listened to the report, the Supreme Commander-in-Chief of the Armed Forces emphasized that it is necessary to constantly improve the activities of the department and the migration services provided. Identifying as the main areas of activity the modernization in accordance with the realities of the time of the material and technical base, strengthening international cooperation, improving the service and living conditions of employees, the head of Turkmenistan addressed the head of the Service with instructions on the training of personnel.

Then, addressing the participants of the meeting, the President of the country noted that in accordance with the Military Doctrine, which is purely defensive in nature, the independent, permanently neutral state conducts purposeful work to ensure a high level of security and integrity of the Fatherland, strengthen its defense capability, and improve the social and living conditions of servicemen and their families. As emphasized, work in this direction will continue in the future.

Every year on January 27th, our country solemnly celebrates Defender of the Fatherland Day," said the head of state. "This holiday is a vivid testament to the immense trust, boundless respect accorded to military personnel and employees of military and law enforcement agencies, and the care shown for them. The sacred duty of every defender of the Fatherland is to serve the Motherland faithfully, to reliably protect its sacred independence, sovereignty, territorial integrity, and constitutional order, to ensure legality, the rights, freedoms, and legitimate interests of every person and citizen, as well as to protect the interests of society and the state."

Taking this opportunity, the President of the country sincerely congratulated the military personnel and employees of the military and law enforcement agencies on the upcoming Defender of the Fatherland Day.

Concluding the expanded field session of the State Security Council, the President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country, Army General Serdar Berdymukhamedov wished all participants good health and great success in their responsible service for the sake of the peaceful and happy life of the people.
