The Agency "Turkmendenizderyayollary" was established on 5 August 1992 by the Decree of the President of Turkmenistan No. 820. Since its establishment, the agency has pursued state policy in the field of water transport and acts as the state authority for the management of commercial shipping in the territory of Turkmenistan.

The main activities of the agency were also the development of maritime and river transport as the main sector of the country's economy, the transportation of various types of cargo by sea, the monitoring of maritime and river fleet safety, ports, port points, berths and the navigation of vessels sailing under the State Flag of Turkmenistan.
